The World Trade Organization (WTO) is lowering its forecasts for global trade growth. This means that Washington wants China and India to be treated separately from other developing countries, regardless of their hundreds of millions of poor farmers and fishermen, in terms of commitments on agricultural subsidies and fisheries as part of the Doha Development Agenda (DDP) trade negotiations.
